Police Officer Shot During Standoff in #MountVernon, Suspect Now in Custody

Police and other law enforcement officers converged at the scene of the shooting, which has become a standoff with hostages. The suspect continued to fire shots at least as late as 10:00 p.m.
Mount Vernon Police officers initially responded to a domestic disturbance where a man was shot around 5:30 p.m. near Laventure Road and Fir Street, according to the State Patrol.
When they arrived they made contact with the suspected shooter, who then barricaded himself inside a home and began shooting at officers, said Sgt. Keith Leary.
A Mount Vernon police officer, 61, was shot in the head and taken to Skagit Valley Hospital. Sgt. Leary said the officer was conscious and alert . He was then airlifted to Harborview Medical Center in Seattle. The officer underwent surgery and was said to be in serious, but stable condition early Friday morning. Officials said he is a 30-year veteran of the force.

“There was bang ban bang. I had the kids go in the floor and don’t really see much,” said Maria Zendejas, who lives nearby. “I’m just shaken up with everything that’s going on. Poor officer is down. You wouldn’t think there’s something going on especially just three, four houses down from mine.”
Sgt. Leary said they believed there were several hostages being held by the gunman inside the home.
The first man who was shot went to a neighbor’s house for help and was taken to a hospital.
Police arrived, and the officer was shot. The officer was described as being conscious and alert at the scene before being taken to a hospital.

Chicago: Halloween Weekend Marks Deadliest This Year With 17 Dead, 41 Wounded

The weekend’s latest homicide happened shortly after 4 a.m. Monday in the Englewood neighborhood on the South Side. A 28-year-old man was found with gunshot wounds to the chest and head on the kitchen floor of a second-floor apartment in the 1100 block of West Garfield, according to Chicago Police. He was pronounced dead at the scene. The Cook County medical examiner’s office did not immediately release his name.
About 3:15 a.m. Sunday, twin 17-year-old brothers were killed in a drive-by shooting in the Old Town neighborhood on the Near North Side. Edwin and Edward Bryant were standing outside in the 1300 block of North Hudson when a dark vehicle drove by and someone inside opened fire, authorities said. Edwin was shot in the chest and back, while Edward suffered gunshot wounds to the chest and head. They were both taken to Northwestern Memorial Hospital, where Edwin was pronounced dead at 3:45 a.m., and Edward died about an hour later. They both lived in the 700 block of South Kedzie.
About 15 minutes earlier, 19-year-old Raqkown Ricks was killed and a 40-year-old man was wounded in a Near West Side shooting. The men were in a car at 2:59 a.m. in the 2100 block of West Jackson when someone walked up and fired shots in their direction, authorities said. The driver tried to speed away, but their vehicle struck a parked vehicle before coming to a rest. Ricks, of the 1200 block of South Sawyer, suffered several gunshot wounds to the back and was taken to Stroger Hospital, where he was pronounced dead at 3:38 a.m. The older man was shot in the shoulder and also taken to Stroger, where his condition was stabilized. By the Numbers: How Dangerous Is It to Be a Cop?

It’s not even particularly dangerous.
Daniel Bier writes: Defenders of police militarization, such as that on display in Ferguson, Missouri, often claim that it’s necessary to provide military gear to cops, given how dangerous law enforcement has become.
Indeed, in the name of the War on Terror and the War on Drugs, the federal government has provided thousands of pieces of military-grade body armor, mine-resistant armored personnel carriers, assault rifles, grenade launchers, helicopters, and night-vision goggles to local police and sheriffs. Almost every county in Americahas received equipment from these programs.
But has policing really become so dangerous that we need to arm peace officers like an invading army? The answer is no. It’s never been safer to be a cop.
To start with, few police officers die in the line of duty. Since 1900, only 18,781 police officers have died from any work-related injury. That’s an average of 164 a year. In absolute terms, officer fatalities peaked in 1930 (during alcohol prohibition) at 297, spiking again in the 1970s before steadily declining since.

If you look at police fatalities adjusted for the US population, the decline is even starker. 2013 was the safest year for American policing since 1875.

Proceeding As Expected: Obama’s Federal Takeover of Police Endorsed by United Nations

This makes local police directly answerable to the Civil Rights Division at the DOJ.
“The Civil Rights Division of the Department of Justice has provided oversight and recommendations for improvement of police services in a number of cities with consent decrees. This is one of the most effective ways to reduce discrimination in law enforcement and it needs to be beefed up and increased to cover as many of the 18,000-plus local law enforcement jurisdictions.”
“The Obama administration has been pursuing the federal takeover of local police right under Congress’ nose — and Republicans in Congress were apparently unaware it was happening.”
That was United Nations Rapporteur Maina Kai on July 27, a representative of the U.N. Human Rights Council, who on the tail-end of touring the U.S., endorsed a little-known and yet highly controversial practice by the Justice Department to effect a federal takeover of local police and corrections departments.
The consent decrees are already being implemented in Newark, New Jersey; Miami, Florida; Los Angeles, California; Ferguson, Missouri; Chicago, Illinois; and other municipalities.
“The federal court orders are designed to undo Rudy Giuliani-style policing tactics that were effective at reducing crime in big cities in the 1990s and 2000s.”
Here’s how it works: the Civil Rights Division at the Department of Justice files a lawsuit in federal court against a city, county, or state, alleging constitutional and civil rights violations by the police or at a corrections facility. It is done under 42 U.S.C. § 14141, a section of the 1994 Violent Crime Control and Law Enforcement Act, granting the attorney general the power to prosecute law enforcement misconduct. The municipality then simply agrees to the judicial finding — without contest — and the result is a wide-reaching federal court order that imposes onerous regulations on local police.
The federal court orders are designed to undo Rudy Giuliani-style policing tactics that were effective at reducing crime in big cities in the 1990s and 2000s.
In short, the much-feared nationalization of local police departments is already being initiated by the Obama administration’s Justice Department. And somehow nobody noticed. Read the rest of this entry »

Three police officers were killed and at least three others injured in a shooting Sunday morning in Baton Rouge, according to the East Baton Rouge Sheriff’s Office.
“This is an unspeakable and unjustified attack on all of us at a time when we need unity and healing. Rest assured, every resource available to the state of Louisiana will be used to ensure the perpetrators are swiftly brought to justice.”

Authorities said that one suspect has been killed, and the sheriff’s office said that they believe two other potential suspects may be at large. While the injured officers were taken to nearby hospitals, people who lived in the vicinity were ordered to hunker down and stay indoors.
Details about the shooting remained unclear by Sunday afternoon, and police did not immediately say whether they believe the officers were targeted or if they were injured during a law enforcement action. The shooting happened in a region still on edge after police fatally shot a man there, sparking heated protests that prompted a heavy law enforcement response that some have questioned as unnecessarily forceful.
Officers from the Baton Rouge police force as well as deputies from the East Baton Rouge Sheriff’s Office were involved in the shooting, authorities said, though they did not specify the agencies of the officers who were killed. Multiple officers from both agencies were injured in the shooting and brought to hospitals, police said.

Baton Rouge Mayor Kip Holden said he had spoken to officials from the White House, who offered to assist in any way possible.
“It’s touched, basically, people all across the country,” he told WAFB in a telephone interview just after noon. “The phones have not stopped ringing.”
Holden could not confirm reports from various media outlets that as many as seven officers had been wounded.
“When a police officer is shot or assaulted, it makes every single citizen in the country a little less safe. When police officers have to worry about citizens committing unprovoked acts of violence against them it makes it more difficult for them to interact with citizens and that is a key factor in law enforcement.”

“In the word community is the word unity,” Holden said. “If this is not a defining moment for us, to bridge the divide and come out with a unified voice, than I don’t know what is.”
In a statement, Baton Rouge said that its police force and other local, state and federal authorities were “actively investigating the circumstances surrounding this morning’s shooting.” Officials also said that the roads around the shooting area remained closed as of 2 p.m. local time.
Agents for the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives were on the scene in Baton Rouge responding to the shooting, according to Attorney General Loretta E. Lynch.
“No other state includes police officers as a protected class under hate-crime laws, according to the National Conference of State Legislatures. But at least 37 states — including Louisiana — have enhanced penalties for assaulting police officers.”
A spokesman for the FBI in New Orleans said he was “unsure” whether the officers were targeted specifically, or whether something else might have sparked the incident. He declined to comment further.

BREAKING: Fifth Officer Dies in Dallas Shootout, Sniper Suspect Dead

Eleven officers were shot by two snipers, who opened fire from elevated positions in a coordinated attack after a rally in Dallas, Texas. The rally was being held to protest the deaths of two black men this week at the hands of police.
At the press conference held close to 2 a.m. ET, Dallas Police Chief David Brown said a suspect, who was holed up in a second-floor garage in the city’s downtown area, was exchanging gunfire with police and “not being very cooperative.”
“The suspect we’re negotiating with … has told our negotiators that the end is coming and he’s going to hurt and kill more of us, meaning law enforcement, and that there are bombs all over the place and downtown, so we’re being very careful with our tactics, so we don’t put our officers in harm’s way, or the citizens,” Brown said. KXAS reported later that the threat had been “neutralized”.

He said a woman had been taken into custody after she was observed by police carrying a camouflaged bag, which she put into a car that then sped off. The vehicle was stopped by police and they were currently questioning two occupants, Brown said.

US Capitol on Lockdown After Visitor Opened Fire, Shooting Police Officer

Trying to Hide the Rise of Violent Crime

Heather Mac Donald writes: Murders and shootings have spiked in many American cities—and so have efforts to ignore or deny the crime increase. The see-no-evil campaign eagerly embraced a report last month by the Brennan Center for Justice called “Crime in 2015: A Preliminary Analysis.” Many progressives and their media allies hailed the report as a refutation of what I and others have dubbed the “Ferguson effect”— cops backing off from proactive policing, demoralized by the ugly vitriol directed at them since a police shooting in Ferguson, Mo., last year. Americans are being asked to disbelieve both the Ferguson effect and its result: violent crime flourishing in the ensuing vacuum.
“Baltimore’s per capita homicide rate, for example, is now the highest in its history, according to the Baltimore Sun: 54 homicides per 100,000 residents, beating its 1993 rate of 48.8 per 100,000 residents. Shootings in Cincinnati, lethal and not, were up 30% by mid-September 2015 compared with the same period in 2014.”
In fact, the Brennan Center’s report confirms the Ferguson effect, while also showing how clueless the media are about crime and policing.
“Homicides in St. Louis were up 60% by the end of August. In Los Angeles, the police department reports that violent crime has increased 20% as of Dec. 5; there were 16% more shooting victims in the city, while arrests were down 9.5%. Shooting incidents in Chicago are up 17% through Dec. 13.”
The Brennan researchers gathered homicide data from 25 of the nation’s 30 largest cities for the period Jan. 1, 2015, to Oct. 1, 2015. (Not included were San Francisco, Indianapolis, Columbus, El Paso and Nashville.) The researchers then tried to estimate what 2015’s full-year homicide numbers for those 25 cities would be, based on the extent to which homicides were up from January to October this year compared with the similar period in 2014.
“To the Brennan Center and its cheerleaders, the nation’s law-enforcement officials are in the grip of a delusion that prevents them from seeing the halcyon crime picture before their eyes. For the past several months, police chiefs have been sounding the alarm about rising violent crime.”
The resulting projected increase for homicides in 2015 in those 25 cities is 11%. (By point of comparison, the FiveThirtyEight data blog looked at the 60 largest cities and found a 16% increase in homicides by September 2015.) An 11% one-year increase in any crime category is massive; an equivalent decrease in homicides would be greeted with high-fives by politicians and police chiefs. Yet the media have tried to repackage that 11% homicide increase as trivial.

Several strategies are employed to play down the jump in homicides. The simplest is to hide the actual figure. An Atlantic magazine article in November, “Debunking the Ferguson Effect,” reports: “Based on their data, the Brennan Center projects that homicides will rise slightly overall from 2014 to 2015.” A reader could be forgiven for thinking that “slightly” means an increase of, say, 2%.
Nothing in the Atlantic write-up disabuses the reader of that mistaken impression. The website Vox, declaring the crime increase “bunk,” is similarly discreet about the actual homicide rate, leaving it to the reader’s imagination. Crime & Justice News, published by the John Jay College of Criminal Justice, coyly admits that “murder is up moderately in some places” without disclosing what that “moderate” increase may be. A UPS facility in San Bernardino was evacuated Friday evening after a delivery driver discovered a package addressed to a “suspect” home in Redlands, authorities said.
Multiple police vehicles were seen shortly after 8:30 p.m. outside the UPS customer center in the 1400 block of East Victoria Avenue (map).
The evacuation was ordered out of an abundance of caution, according to San Bernardino Police Chief Jarrod Burguan.
“Package with delivery address to suspect res (sic) in Redlands,” Burguan said on Twitter. “Isolating package to be safe.”
Althought the item was from a “reputable vendor,” UPS officials called police “just to be safe” after noticing its delivery address, the police chief tweeted.
It was unclear if the item had been sent to a particular suspect, according to Burguan.

Emma Colton reports: A Milwaukee government employee whose job was to know the signs of drug houses and report them was arrested and charged this month for running a drug ring out of her own home.
“Inside the house they found a sandwich bag filled with heroin, 1.5 pounds of weed, multiple guns, ammunition, a digital scale and $3,600 in cash.”
Milwaukee’s Department of Neighborhood Services employ Regina Sims as its property management coordinator to investigate suspected houses of dealing drugs. But after a “citizen witness reported multiple instances of drug dealing going on” at Sims’s house for about a year, according to FOX6, police got a search warrant and found a treasure trove of drugs, weapons and cash.

Woman Attacked by Ax-Wielding Clown

The victim told the police in Hickory, N.C. that a person wearing a clown mask and a multicolored wig had come by her residence at 4:30 a.m. Friday morning and began to swing his ax at her.
“Any law enforcement officer who comes in contact with the suspect in question will have full ability to arrest him.”
The victim was able to take the mask off the attacker and discover that it was an acquaintance of hers, who then fled the scene. She was not injured in the incident.
Hickory Police Department spokesperson Chrystal Dieter told TIME that there was an “outstanding warrant” against the suspect…(read more)

Around 4 a.m. July 22, an arson occurred at the Bongiorno Brew Espresso stand in the 4900 block of Lacey Boulevard, Lacey police said. According to cops, the suspect rode up to the stand on his bicycle, shattered a window and lit a prepared incendiary device.

“The police shot at the car in self-defense, but it was able to drive away, the official said. No one was hurt, and police are searching for the car.”
The incident is not believed to be related to terrorism, he said.
The official, who did not give his name as a matter of standard policy, said the car initially hit another vehicle. When stopped by the police, the driver refused to obey orders and proceeded instead to drive toward police officers in the Place de la Concorde who were placing a safety barricade for the Tour de France bicycle race. Two people are reportedly dead and at least six people have been injured after a shooting occurred inside a screening of “Trainwreck” in Lafayette, Louisiana.
“We think the shooter is dead,” police chief Jim Craft told reporters during a press conference. “It really is a chaotic scene…
(KADN) — myarklamiss.com reports: What we know now is that an unidentified person went into the Grand Theatre on Johnston street in Lafayette and opened fire. It’s unclear right now where in the building the shooting took place.
What we do know is there are at least 6 people injured and sources are confirming that the shooter is dead. State police say that there was an “active shooter” and it is now over.
Two people are confirmed dead including the shooter. Shooting was inside of a theatre. It is worth noting that The Grand Theatre is a “Gun Free Zone”.
Police are currently checking the theatre and parking lot for explosives.

Lafayette police Chief Jim Craft says the death toll in the movie theater shooting has increased to three.
Craft said at a news conference that seven victims were wounded and their injuries ranged from not life-threatening to critical.

Why are arrests down so sharply? Some cops may fear that criminals have turned more aggressive and confrontational after a year of high-profile allegations of police brutality, from the protests in Ferguson to the assassination of two officers in New York to the riots over Freddie Gray in Baltimore. Jack Dunphy, a cop himself, noted in a piece for PJM last month that crime rates are up in multiple major cities nationwide. Can’t be a coincidence. For other officers, it’s not fear of perps that drives them but of the DA: Watch towards the end of the clip below and you’ll hear Brooke Baldwin say some cops told her they’re more afraid of being charged by Marilyn Mosby if an arrest goes bad than they are of being killed in the line of duty. Even Baltimore’s police commissioner acknowledges that concern:

The police vehicle was abandoned near a local train depot, it said. The station, citing local officials, said law enforcement agencies were conducting a manhunt for the suspect in the area, which is about 80 miles (129 km) southeast of Jackson.
